The possibility of Congress taking action this session on the 800,000,000 dollar naval programme appears to be fading.

iAdmiral Hilary Jones’ intimations of possible further international naval limitations, and President Coolidge’s speech have strengthened the opposition.

It is pointed out, moreover, that it is a practical impossibility to get both Congressional approval of the programme and appropriation in. such a short time. It is stressed that Congress is years behind its appropriation for measures long authorise.!. —A. and N.Z.
