(Received 12.25 p.m.) LONDON, November 9, The Prayer Book .rule nisi was discharged, the Court holding that .neither the Church Assembly nor the Legislative Committee is a body with a legal authority to determine questions affecting the rights of subjects, but merely sets in motion proposals which may be embodied in legislation, and therefore - neither is a proper subject for prohibitive action. —A. and N.Z,
