SAILORS’ WELFARE

SANE PROCEDURE. & . COMBATING THE EXTREMISTS. CONCILIATION ADVOCACY. (Received 9 a.m.) LONDON, February 21. Messrs Cotter and Smaills, officials of the National Sailors’ Union, on the eve of sailing _for America, said they were aiming at reorganisation from an international standpoint. The efforts of the I.W.W. and Tom Walsh must be met. They were determined that British seamen should not be treated as during the unofficial strikes in South Africa and Australia. Their policy was a conciliation board to deal with hours, wages and general conditions. —A. and N.Z.
