BAREFACED CONTRAVENTION. j FUTURE OF RAILWAYS. [ MUTUAL AID REPUDIATED. j — j (Received 10.50 a.m.) LONDON, July 31. Tlie Berlin correspondent of the " Times'" says that a conference which- may vitally endanger the experts' report has begun in Berlin, where negotiations have opened between the Central and Bavarian Governments in regard to the future of the Bavarian and Palatinate railways. The Bavarian Government demands that these- shall be placed under strictly Bavarian control and claims the right to formulate- its own scale of freights, quite independently of the remainder of the German railways. These claims are absolutely contrary to the expert's^report, which assumes that the German railways aw. to be placed under unified control with a unified tariff policy. Dealing with the proposed treaty for mutual assistance the correspondent says that the German Government's views are contained in the report of its experts, to whom the maimer was referred. It' draws attention to the fact that the definition of what constitutes; war of agression is left to the -League- Council, which is also empowered t'o- organise m'easwea to be adopted against aggressors, especially the summoning of military forces. The experts point out that Germany, in view of her complete lack o£' armaments, would be in an impossible- position if compelled to abandon her neutrality to Join in armed conflict* as a result'of decision by the league: Germany could not agree to any su«hs scheme.—Times.
