The British and American plan for expert inquiry into Germany's capacity to pay reparations in the opinion of the Government has been frustrated and defeated by the attitude of France. Mr C. E. Poincare's limitations 1 are as follows:—The American Government, accepting Lord Curzon's invitation, desired to give the Experts Committee the latitude necessary to formulate a financial plan urgently needed to prevent economic disaster in Europe and to determine merely the amount of reparations Germany can pay or ihe manner of payment. The United Scates feels that the latter questions are only of secondary im-, portance, for until Europe is econom- j ically rehabilitated Germany can pay little or nothing. Mr Hughes and Pro | sident Coolidge are greatly disappointed at M. Poincare's stand, and while Mr Hughes' plan is considered definitely abandoned the American attitude will continue to be friendly and ready to resume the proposal if all # parties accept tho idea that the purpose thereof is the economic reconstruction of the Continent primarily.''—Reuter.
