LONDON, July 25
Sir John Pedder, of the Home Office, outlined a scheme, prepared at the Betting Tax Committee's request, for licensing betting offices. He suggested that an authority similar to the Licensing Justices be created £0 grant licenses to bookmakers tvho keep betting offices. The conditions would imply that 110 other kind of; business could be carried on in betting offices. Betting should be restricted tjo persons over 18 years of age. No betting should be allowed on any event or game occurring within office hours, which should be restricted. No Sunday opening should be allowed.
Sir John Pedder also submitted an alternative proposal for the registration of betting offices under which persons opening betting offices must apply to a Court' of Summary Jurisdiction for registration of their premises. Under certain defined conditions Sir John Pedder preferred registration before the licensing system.*
