TREASURER NOT A. DELEGATE.
CAN HB VOTE?
A somewhat peculiar position in regard to voting powers cropped up at yesterday 's meeting of the Whangarei sub-provincial executive of the Now Zealand Farmers' Union. For several years past Mr G. A. Storrar, of the Whangarei branch of the Union, has been a member of the sub-provincial executive, of which he has held the Appointment of treasurer. Prior to last annual meeting, when Mr Storrar's appointment was renewed, Mr F. Felix also joined the executive as a delegate from the Whangarei branch. When Mi Storrar was about to speak upon a subject yesterday in which, a division of opinion was expected,>Mr E. S. Mackenzie (Otonga) rose to a point of order, as he thought that it was not right that the Whangarei branch should have two votes on a subject, when all others had only one and were bound by the wishes of their branches. The president, Mr F. McDonald, admitted that the point was n bit of a poser, and he was inclined to the opinion that the Whangarei branch was only entitled to one voting delegate. Mr G. > : i. B. Morrison considered that Mr .Storrar, who had been elected an officer of the executive, should surely have a vote. Mr Storrar pointed out that it' was an executive meeting, of which he was a member, and not one simply of delegates. The president anally ruled that the point of order was too late. He agreed with Mr Mackenzie that Mr Storrar's appointment was unconstitutional, but
as the treasurer, ho considered that he "was entitled to vote, unless the executive ruled to relievo him of that office. Such a course would require notice of motion. Mr Felix offered to withdraw as the Wliangaroi branch delegate in favour of Mr Storrar, but it was pointed out that he, as a delegate, could not do so. Mr Storrar, however, refrained from voting on the matter under discussion.
