RECALL TO AMERICA -STRONG PARTISAN FEELING (Received 11 a.m.) NEW YORK, June 23. Admiral Sims has arrived. Extraordinary precautions were taken to prevent Irish demonstrations. The docks were closed to the public aiul 1000 police guarded the approache : to the wharf.
