BENGAL COUNCIL INAUGURATED. GANDHI EXPLAINS OPPOSITION. (Received 10.20 a.m.) DELHI, Fob. 1. The Duke of Connaught inaugurated the Bengal Legislative Council in the Town Hall at Calcutta in the presence of the .new Executive Council. Big crowds lined the streets and cheered the Duke, whose speech outlined the heavy responsibilities conferred upon the new Council in the far-reaching changes which its inauguration portended. The Duke said that he cherished great expectations regarding the era now dawning upon India, m which the Indian members would be fellow citizens. The Governor of Bengal in a speech dwelt on th e changes involved under th ? reformed scheme. The number of voters, which formerly was 12,000, was now over 1,000,000. He appealed to the Bengalese and British members to work together in unity. Mr Gandhi has sent a letter to the Duke of Connaught explaining his for the 'boycott of the Duke's visit to Calcutta, which he says is ' meant as a demonstration against the Duke The non-co-operatives were seeking to destroy & system which bad made the recent happenings under General Dyer possible and had resulted in a wanton affront to, Islam. Mr Ghandi added: "The Duke of Connaught his come to India not to end, but to sustain the system," and asks him and eyery Englishman to try to appreciate the, viewpoint.—Reuter.
