SOVIET THBEATENINGS. STRIKES OF ALL SORTS* NEW YORK, Sept. 20. The United States Government has learnt that a Soviet International meeting at Moscow in July ordered the formation, of a branch in America, with the object of promoting revolutionary activities. It pledged itiielf to give moral and material support to strikes, either economic or political, including a general strike, if the Government showed an inclination to strangle the revolutionary movement. —Reuter.
