FINANCES STOPPED. UNDER SEVERE PENALTIES. (Recei -ed 10.35 a.m.) MELBOURNE, This Day. A proclamation prohibits a'l strike contributions, loans of money, or goods to the marine engineersBanks are also instructed to refuse to permit th'" engineers to withdraw funds. The proclamation provides that any bank official who honours a cheque presented by an agent or a member of the Marine InsCtute is guilty of an offence, and concludes: "No person, organisation, or association shall, by word or deed, instigate or aid continuance of the strke," The penalty for an infringement is a tine of £100 or six months, or both and if prosecuted on an indictment the fine may be any amount or the imprisonment any term, or both. The proclamation is issued under the War Precautions Act. —A. and N.Z.
