The "Daily Telegraph's" Paris correspondent reports that it is authoritivt'ly stated that there is no question of calling on Germany to hand over military and n,aval commanders who observed the rules of but officers against whom there is defininte proof of such crimes as firing upon people struggling in the water after the sinking of ships, mutilation of the wounded and violence against women, will be demanded.
