The Mexican reply, pointing out that Mr Jenkins (U.S. Consul at Puebla) had been released, and ex pressing the hope that the incident is now ended was attacked in the Senate by Senator Fall, who complained that the United States first issued an ultimatum and then opened debates with Carranza, who knew that he might insult the United States with impunity.
