LEAGUE COVENANT IMPOSSIBLE.

WASHINGTON, Nov. 1(5. The senate accepted the reservation of the Foreign Relations (Committee to article 10 of the League of Nations by 46 votes to 42, The Senate rejected a proposal by Mr G. M. Hitchcocks (Democrat) to substitute for the Committee's reservation ; elating to the Monroe Doctrine a declaration that the Monroe Doctrine shall not 'be affected by anything contained in the treaty, anci adopted the committee's reservation without any change. The Senate also rejected a substitute proposed by Mr Hitchcock for the reservation relating to the United -States' control of domestic questions. A reservation allowing Congress to control mandates was adopted. A reservation relating to the Shantung agieement was carried by 53 votes to 52 votes. A reservation giving Congress authority to regulate the United States delegations to the inter-Allied commissions was adopted. The Senate adopted a proposal whereby Senators' speeches will be limited to one hour each during the debate of the treaty. —A. and N.Z. WASHINGTON, Nov. 17.
