LEAGUED WITH WILHELM. (Received 8 a.m.) NEW YORK, Oct. 20. The "New York .Times' " Geneva correspondent understands that the "Strassburger Neuzeitung" will publish extracts of a pamphlet written by a German millionaire, Thyssen, whom the Kaiser in 1913 asked to aid his projects of outlining a scheme by which, in the event of success, Thyssen would receive magnificent recompense in the shape of privileges in British Dominions, especially Canada and Australia. It i 3 believed that Herr Kautzky will make interpellations in the National Assembly concerning Thyssen'3 revelations.—A. and N.Z.
