GERMANS IN LITHUANIA
TAKING FULL CHARGE
UNDER GUISE OF OPPOSITION

PARIS, August 29
Thirty-seven thousand German troops in Western Lithuania, together with three thousand Russians, completely control the railways.
They openly refer to an approaching Russo-German-Japanese understanding, and claim that they are Koltehakists. All wear German uniforms, with Russian emblems. They have established well-organised headquarters at Shauli, where there are 180 aeroplanes and 100 motor cars. Troops billeted throughout the district are terrorising tjie population, stealing horses, requisitioning food and money, and constantly destroying property.
It is believed locally that the Germans are keeping up communication with the Bolsheviks in the Dvinsk area by means of aeroplanes, but the Germans boast that they are preparing an offensive against Petrograd. —A. and N.Z.
