The "Vossische Zeitung" states that telegraphic communication between Berlin and Versailles has been broken off since July 11. It is seated that the French insist that Germany must immediately supply halfa r million men for reconstruction work. The German delegates pointed out the difficulties of securing men. The French suggested that force be used. German Government circles are discussing civil conscription.—A. and N.Z.
