In the cours e of a speech in New York Rear-Admiral Sims gave the British Admiralty a very good character for disregard of red-tape com-
pared with the American Navy Department, which, he declared could give the Admiralty points and a beating when it came to obstruction. Admiral Sims concluded with a humorous reference to certain combats between British and American sailors. Contrary to the general belief in the United States, he added, the Yankee tars did not always come out with flying colours.
