A Berlin message states that a short document has been published, signed by the Crown Prince at Wieringen, dated Ist December, renouncing his rights to tho crowns of Prussia and Germany. The Crown Prince says: "This is due to mo, owing to tho i!",nr).:ior'-; abdication and for other reasons." The "Lokai Anzeiger" states that Ifolb.mi mn?!: emphatically decline to extradite the Kaiser to the Allies. The British speeches demanding the extradition have caused a great sensation in Berlivi. Four thousand uuicers and noncoms, have resolved to establish a corns to uphold the Ehert Government. A. German official ncte states that Germany is verging on -fannnr.. The bread ration will not exceed 80 grammes daily after mid-February. The Austrian situation is ev«n graver. Vienna is without coal, and the railways and street lighting will l shortly cease. The food supplies j will not last beyond the :31st DecemI her. i PARIS, Dec. 0. ! The Finance Sub-Committee of tiie Armistice Commission at Spa has intimated that Germany must not alienate gold from the Reichs Bank or foreign securities in railways, mines, ! or any industrial; commercial, or colonial enterprises wherein the State is interested.
