(Received 8 p.m.) j LONDON, Dec. 5. Mr Lloyd George, in a statement of policy, says that the Kaiser must be prosecuted. He was responsible for deliberately provoking war and : the invasion of Belgium. The body \of British jurists who are law offi- ! cers had been consulted and they unI animously recognised that the Kai--1 ser's accomplices, also submariners I and maltreaters of war prisoners, j might be tried by international law. The Government at the Peace Conference would press for the execution of justice. The Allies are constituting a commission of experts to ascertain the best means of compelling the Central Powers to discharge the cost of the war . —A. and N.Z. and Reuter.
