The United Press Agency states that a captured telegram to the General Staff of the Ninth Corps from the Kaiser's Adjutant-General says: "His Majesty is very displeased to notice, when passing villages, along roads, and over railway crossings that the troops fail to pay the necessary respect and the inhabitants do not greet him in a proper manner by removing their headgear.
