THE HAGUE, July 21,

The Dutch Minister, in London has been instructed to draw attention to the seriousness of the action against German merchantmen in Dutch territorial waters, and to express the hope that Britain will give due and complete satisfaction in accordance with Internation law. The instructions describe the warships' action as an unmistakable violation of Holland's sovereignty and neutrality.
