The Allies' Note to Greece declared that King Constantine's Government was unable to control the Greek army and prevent it becoming a menace to the Aillled army in Macedonia, and it therefore demanded the withdrawal of the troops and war material towards Peloponnessus within 24 hours. All movements northward would have to be stopped. Refusal to accede would be construed into an act of hostility, and the Allied Ministers would leave Greece. The blockade of the coasts 'would be maintained until full reparation was made for recent unprovoked attacks in Athens and guarantees given for the future.
