AMSTERDAM, December 12
An official telegram from Vienna >n connection with peace proposals reiterated that Austria is fighting iv sc'fdefence. Nevertheless, the combination of loyal Allies with the AiustroHungairan army and fleet is fighting and bleeding, but is also conquering, and has frustrated the iutentions of the enemy. The Quadruple Alliance had now not only achieved an im. mense series of victories, but also held extensive hostile territories. ''Our latest treacherous enemy," says the message, "can testify to the fact that our strength is unbroken." It also declares: "The enemy blockade and starvation measures will never succeed in shattering the Alliance. It is useless anil unavailing for the enemy to prosecute the fight for the enemy cannot alter fate by a continuation of the war. The. Quadruple Alliance is therefore impelled to candidly and loyally endeavour to discuss peace terms and thus the Quadruple vYUiancc has giveu a new and decisive proof of its love of peace."
