MR MASSEY'S ADVICE.
AN IMPERIAL COUNCIL WANTED
NO TIME FOR PEACE

LONDON, December 12,
At a meeting held to advocate improved Imperial unity in Queen's Hall Mr Massey said it was regrettable the Deminons had had no voice in Imperial affairs since the beginning of the war. He believed an infusion of new blood was always productive of good results. The situation demanded more patriotism and less politics. -The British Parliament was, obviously, overburdened and should; relegate local affairs to provincial;legislatures. Referring to yon Hollweg's peace statement he said the most important fact was that Germany thinks this is the proper time to negotiate. "That's not our point of view," he said, "We will discuss peace when we think it proper and wo can leave it at that."
