BUCHAREST, November 28.
Mr Hamilton Fyfe, the war correspondent, says that Roumania's plight is chiefly due to M. Bratiano's sudden and surprising declaration of war preventing the making of arrangements which might have saved the country from.its present suffering, it is nof right to blame the Allied diplomats tor pushing him into the war. He had'already'resisted them two years, but the Allies were blameworttfy for allowing Roumanian intervention without a concentrated plan of action.
