Newspapers point out that Germany's Note regarding the Nebraskan, seeks indirectly to secure the recognition of previous contentions, inasmuch as it explains it. was an accident due to absence of moans cf identification. This is in direct contradiction to the captain's testimony and explanation. The Note is silent regarding tho failure to search unarmed merchantmen.
