MORE MONEY AND MORE SOLDIERS. (Press Assn.—Reed. 10.20 p.m.) ROME, November 24. : The Cabinet has issued a decree for the expenditure of an additional eight millions sterling on the navy, making a total of forty millions for the army and navy since Premier accession. Cabinet has also voted a quarter of a million for strategic railWays on .the Venetian frontier, and has authorised the formation of five new artillery regiments.
