GERMAN CRUELTY DENIED.

LONDON, Sept. 14. Mr Powell, the "New York World's" correspondent at Belgium, had an interview with General yon Boehn. The latter emphatically denied atrocities on Belgian non-com-batants. Mr Powell pointed out what in many instances he saw personally. Yon Boehn answered that he did everything possible to protect noncombatants.
