The resistance in Ulster to Home Rule is gradually losing its political aspect and developing into semimilitary preparations. The time, for speech-making is felt to be past.'
The Ulster Unionist Council is preparing to resist the authority of the Irish Parliament should Home Rule become law.
The insurances of property in Belfast against rioting now total £10,----000,000. During the past six weeks the rate of insurance has increased immensely.
The Government is said to be mobilising a brigade of troops in Ireland under the guise of interdivisional manoeuvres, and to be embarking a strong force of cavalry at Avonmouth.
A detachment of the Royal Marines is further held in readiness to assist the Irish police.
