CO-OPERATIVE CONGRESS.
ADDRESS BY EARL GREY

Earl Grey, in an inaugural address, said that if they were sufficiently in earnest they could secure an international co-operative commonwealth. The remarkable growth of co-operation justified the belief that a new social order was at hand.
