RIVALRY AMONG DUTCH LEADERS. GENERAL HERTZOG AND THE PREMIER. (By Telegraph-Press Assn.-Copyright) CAPETOWN, Aug. 24. Ever since General Hertzog was excluded from the Cabinet his quarrel with General Botha has increased, and now threatens a crisis. General Hertzog's bid for Labour support was followed by a demand that he should be allowed to a,ppear at General Botha's meeting at Rustenburg on the 26th, and speak after the Premier. General Botha has declined to allow this on the grounds that it would present an undignified spectacle. General Hertzog, speaking at Johannesburg on Friday, reasserted that Imperialism was only good for Africa when it did hot conflict with African interests. Mr. Hull, speaking at the same place, declared that the King's toast was threadbare, and would no longer be drunk when the toast of South Africa was drunk.
