BERLIN, Feb. 17,

Herr yon Bethmann-Hollweg, in the Reichstag, made a sharp attack on the Socialists. He urged the non-Social-ists to unite against the Socialists, and he placed himself on the side of those believing in the present system of Government without diminution in the Kmperor's powers and without Ministerial responsibility. Parliament must be retained at all costs.

The "Vorwaerts" displays a reserved attitude in regard to the Anglo-Ger-man rapproachment, fearing that it will lead to further Imperialistic expansion at the expense of the proletariat. It declares that while the fear of an Anglo-German conflict is a receding spectre, heavy colonial burdens are arising.
