BERLIN, Feb. 13.

Discussion continues regarding Mr Churchill's speech and Viscount Haldane's visit.

The newspaper "Nachrichten" says: "Germany is, grateful to Mr Churchill for his candour at the moment when his colleague is among us with his claws hidden in velvet gloves.

The Conservative paper "Kreuz Zeitung" states: "No one in Germany now doubts what the British Government means by an understanding with Germany. It means the latter's official recognition of British claims to be the arbiter of the world."

PARIS, Feb. 12

The "Echo de Paris" is afraid that the English Radicals may again let themselves be tricked by the mirage cf disarmament.

The "Lokal Anzieger" says that Viscount Haldane doubtless came in full agreement with his colleagues, with the firm intention of achieving something in the shape of an entente. It agrees that England needs a superior fleet, hut states that Mr Churchill's declaration that the German fleet is a luxury discloses regrettable ignorance of Germany's requirements.

The "Cologne Gazette" says: "Doubtless Viscount Kaldane's impressions will alter Mr Churchill's conceptions."

The states that Mr Churchill's speech is a plain answer to the forthcoming naval increase."
