LONDON, Dec. 17. Parliament was prorogued oi; Saturday by King's Commission.

The speech from the Throne testified to friendly foreign relations and the happy conclusion of the Moroccan agreement. It stated that the Imperial Conference had witnessed to the harmony of the motherland and the overseas dominions. It trusted that the Empire Trade Commission would ensure greater prosperity and promote mutual intercourse.
