Reyburn had had plenty of chance ; of examining it. " l j The amendment, for some reason or because of an oversight, was not put to the meeting. / The motion was put and declared carried. j Cr. Reyburn subsequently (when the roll came up for signature) contended that the whole proceedings were Illegal, as his amendment hzd not been put to the meeting. : The .Acting-Mayor expressed his regret at the omission. He had not understood that the amendment had been seconded. ,' To relieve the difficulty, Cr. Reyburn agreed, under thje circumstances, to withdraw his motion. HIGH SCHOOL BOARDING ANNEXE.

Mr R. C. M. Harinjgton wrote to the effect that tbe requisite sum of'£soo had now been proiiised to establish the High School bokrding establishment, and requesting payment of the promised sum' of £j2O from the Council. It was desirable to get all promised amounts in /at once in order to secure the Government subsidy. • Cr. Harrison moved, and the ActingMayor seconded, /that the Borough Solicitor be aske4 for an opinion, before the 15th inst., as to whether the Council could legally make such a contribution; the opinion to be in writing, and to be s/übmitted to the Council at a speciajf meeting on the evening of the 15th jinst. DRAINJ CONNECTIONS.

Cr. Reyburiji said that some of the persons who; had recently obtained licenses to Amake the drainage pipe connections/ complained that Messrs A. and T. Burt were attempting to monopolise/the whole of the work, and were trying to prevent the recently licensed 4 rain connectors from get-. ting any/ share.

T. Medland) asked for the guidance of the Council m the matter. ,of necessary alterations to outbjiil<jh ings, nearly all of- which werp in wood, and most of which were 'substantial and adequate. He desired, to know whether such buildings would have to be reconstructed in brick within the brick area.

Councillors were agreed that where the wooden buildings were sufficiently strong it should not be imperative to enforce the regulation regarding brick construction, as that would be very hard on many property owners, besides being unnecessary.! \ Cr. Chadwin moved, arid Cr. Harrison seconded, that the alterations" of outbuildings made necessary t# the new drainage scheme, »e> left to the discretion of the inspecjtor.-7-Carried.
