WHO SHALL VOTE?

The Municipal Corporations Act passed last session completely revolutionised the polling at the approaching municipal elections. While each elector is entitled to vote once only at each poll, the election of the Mayor and Councillors has now been placed r.pon what is, for convenience sake, ■ ermed the Parliamentary franchise. Iβ short the following can vote: — Freeholders within the Borough. Ratepayers within the Borough. Clenters of property of which the rental amounts to or exceeds £10 per year. All persons of both sex?s who are L-.1 years of age who have resided within the Borough for throe months preceding the closing of Uva rolls, and in New Zealand for twc-lvs months. Therefore, a man who owns freehold property has a vote, even if he does not pay the rates himself or does not reside in the Borough. A ratepayer also has a vote though lie need not reside in the Borough. A tenant paying a rental equal to £10 or more a yezr has a vote, even L: he or she doss not reside in the Borough; but a person claiming a vote on the adult franchise only must have resided within the Borough boundaries for three months and within New Zealand for twelve months. The roll for the Municipal elections ■will close on March 15th, and it will greatly facilitate the work of the Town Clerk if those entitled to vote will enrol early. THE LOAN POLL. To cast a vote on the question of raising a loan the person requires to be either a freeholder or a ratepayer. .'v person who rents pi-operty, but does not pay the rates, cannot vote in favor of or against a loan. The same applies to the person who only resides within the Borough. The roll of freeholders and ratepayers, that of persons entitled to vote on the loan proposals, will close on March Ist. That is this day week. All objections must be lodged before that date, and the roll will be open for inspection from the second to the sixth day of March. The poll must be taken after March Oth, and before March 13th. Most probably it will be held on Friday, March 10th.
