Revolt Declining.
Received January 27, 9.40 a.m. London, January 26. Router's St. Petersburg correspondent states that the revolutionary movement in the Caucasus' is declining. A congress of Polish revolutionists, held in Finland, has resolved to discountenance revolutionaryjactions until April 14, when the peasantry will resume the struggle.
