(To the Editor.) Sib, — lam sorry again to have to trouble you to insert a few lines in reply to Mr Cheeseman's remarks in your last issue on th« above subject. The greater portion of Mr Cheeseman's letter requires no particular notice from me, as it is based on a misconception of my former remarks on the subject. 1 did not speak iv favour of the by-law that Mr Cheeseman objects to, on the contrary, I spoke against them as being too severe on al! interested. What I did speak in favour of was for some reasonable restrictions to be placed on all persons who during the winter pile on as much as they can up to two tons on a dray, and then put horses enough to pull it anywhere over the County roads ; the result very soon is that the Bettlera with whom Mr Cheeseman sympathises so much are unable to take their carts over^the roads, excepting with rediculously small loads. On account of the roads being cut up so, for the remainder of the winter they are left to the tender mercies of the storemen and carriers. lam a settler, and I am ft. ratepayer, both in Hikurangi and Otonga, and I think the remarks I have made will be endorsed by most of the settlers in the County. I have no doubt that Mr Cheeseman is sincere in his endeavours to assist the out settlers, and I give him every credit for it, and I have always found him reasonable in his charges. Mr Cheeseman says he is not interested in the by-law, so that I must apoligize for having inferred that he was interested, because I have always been under the impression that Mr Cheeseman was a contractor, timber carrier, and general carter Now that our reven ie is likely to be much reduced, it is quite time that the line between the use and abuse of our roads should be clearly defined, and everyone should recognize that there are duties as well as previloges in connection with the use of public roads. This principle is being very forcibly demonstrated in an adjoining County where timber contractors are being called upon to pay for damage done to the roads. I dare say if Mr Cheeseman and I were to have five minutes conversation, we should both say, that's what I believe in. I am, &c. A. Caeteb.
