RUSSIA AND BULGARIA.
St. Petersburg, August 12. The Eussian Government insist on their demand for the disposition of Prince Ferdinand from the Bulgarian throne and the exclusion of Prince Alexander from Bulgaria. After the normal situation had been restored Russia would be prepared to send a c6mmissioner to Bulgaria to restore diplomatic relations, and would then accept a legally-elected prince of the orthodox Churck.
