THE STATE OF EUROPE.
London, December 9. SirJ. Eergusson, UnderiSecretary for Foreign Affairs, speaking at a political meeting at Guilford, alluded to the warlike rumors now prevailing, and declared there was no present cause to apprehend a disturbance of the peace of Erope. In continuation he said that the belief of Lord Salisbury at the Guildhall in November, of the existence of a general desire for peace, had beenfortifiedby subsequent events.
