U.S. Urges Changes in Control of Dardanelles
Recaived Thursday, 9.5 p.m. WASHINGTON, Nov. 8. The Secretary of State (Mr. Byrnes) disclosed that the United States had sent a Note to Turkey proposing the following changes in the Montreaux Convention:— Firstly: The Dardanelles should he open to the merchantmen of all nations at all times. Secondly: The straits should he open to Russian, Turkish, Rumanian, Bulgarian warships at all times. Thirdly: Transit should he denied to warships of other nations, except hy specific consent.
