Received Friday, 12.10 a.m. NEW YORK, Feb. 21. Tbe Argentine problem dominated the opening proceedings of tbe Inter--1 American Conference in Mexico City. The purpose of tbe conference is to strengthen hemispheric cooperation in the conduct of the war and general 1 economic and political solidarity. The New York Times’ correspondent says a move by Paraguay to have Argentina’s position placed first on the agenda was defeated. President Camacho, opening the conference, upheld the right of the Americas to help share the international security system. He proposed that economic collaboration in the Western Hemisphere should range from immediate financial assistance without investments based on an imperialist formula to a cooperative system for regulating markets and transportation. The correspondent says there is a feeling that the conference is only at the beginning of its trial with Argentina, while other questions will be discussed c.penly the Argentine political question will preoccupy the delegates at private meetings.
