Founder of tlie Waikeria Reformatory and a leading figure in penal reform in New Zealand, the Rev. .J. 3,. A. Kay 11, j vicar of Katikati, has died at Tauranga. j He was a former Mayor of Mount Eden. Mr. O. O. Mackley, principal district stock inspector of the Department ol' Agriculture for Otago and Southland, and Mr. J. F. Ross, senior inspector of stock for Dunedin; will retire on superannuation on June JO. Both officers have completed almost 34 years’ service with the Department of Agriculture. Mr. Mackley, who was senior inspector in Southland for a number of years before being appointed to his present position, achieved prominence through his efforts in urging the organised destruction of rabbits, and under bis guidance a large number of rabbit districts were formed in Southland covering the greater part of the cultivated land in that province. He will be released from duty on March 31, and will settle in the North Island. Mr. Mackley was stationed at one time at Feilding, where he organised the rabbit districts in the Oroua, Kiwitea and Pohangina districts. He is a brother of Mr. G. H. Mackley, C.M.G., the National member for the Masterton electorate.
