Three-Power Conference May be Held in Moscow

Received Sunday, 9.50 p.m. ' WASHINGTON, Sept. 18. The State Department announces that the U.S. Ambassador to Russia (Admiral Standley) is returning to Washington from Moscow for consultation concerning the discussions being carried on with the British and Soviet Governments. Russia has proposed that the conference between the British, American and Soviet Foreign Ministers be held in Moscow in October instead of London, says the New York Times’ London correspondent, who adds that the British and American officials will probably agree since they aro impressed by Mr. Molotov’s argument that he will be in a much better position to take action and obtain guidance in Moscow where he could confer constantly with Mr. St? Ur.
