Many Political Problems Awaiting Solution

A Three-Power Conference between Britain, the United States and Russia will be held shortly, probably in London, says the Sunday Dispatch’s diplomatic correspondent. Negotiations are at present progressing and if successful will result in an early announcement of the meeting place. There is good reason for believing that London will be the choice. It is believed that Mr. Churchill’s decision to postpone his broadcast until Tuesday may be connected with the announcement of a Three-Power Conference as Mr. Churchill may wish to refer to the conference in his speech. A Cairo message states that the Russian Vice-Commissar of Foreign Affairs (Mr. Maisky) who is on his way to London had a cordial interview with the Egyptian Premier Nahas Pasha. This is the first official contact between Russia and Egypt. Mr. Maisky dined with Mr, R. G. Casey, British Minister of State.

Informed circles in Washington consider that a Tripartite Conference if held in the near future would be primarily political and not military, says the United Press correspondent. They explain that many political questions involving Russia are crowding to the fore such as the administration of the liberated countries and Russian intentions regarding boundaries and spheres of influence in Eastern and Southeastern Europe. The correspondent adds; “Should Britain and America open drives against Germany via France and via the Balkans these political considerations could rapidly come to a critical head unless an understanding was reached in advance.”

It is believed Mr. Churchill will select a historically symbolic site for his broadcast which is expected to deal with the Quebec decisions and expand on the plans to crush international gangsterism. British sources predict that Mr. Churchill will be “the central figure in a dramatic public appearance while in the United States. ’ ’
