Soon she would see what price she must pay, M. Pierlot said. "We have put away any thought of useless revenge but we all desire that punishment shall be inflicted otherwise nations would no longer believe in justice." A fact-finding commission on which Belgium was represented was already drawing up a list of the guilty and setting forth their misdeeds. There would be no escape. The new international law "would not allow neutrals to refuse extradition and neutrals will realise that it is in their interests to co-operate in securing tho establishment of a true order of human society based on law and legality^
