POWER WEAKENING (British Official Wireless.) RUGBY, Aug. 31. “In the course of the war so far, Germany has made territorial gains, but has paid a very heavy price,” M. Lozovsky, spokesman of tne Russian Army, told a press conference in Moscow to-day. Tlio military power of the Keiehswehr and the armies of Germany’s vassals was weakening noticeably, while the Red Army continued to gather strength and grow. The Soviet Union had lost some territory, M. Lozovsky added, but had smashed the idea of the invincibility of the Keiehswehr and the blitzkrieg.

Lozovsky stated that Marshal Budenny’s army in the Ukraine was not encircled.' The Soviet attacks in the directions of Smolensk and Gomel were not major counter-offensives but local battles in various sectors, inflicting hard-felt losses on the enemy.
