Received Tuesday, 7.50 p.m. NEW YORK, June 17. “This is mainly a war of planes, contrary to the current obstinate and blind routine to which military leaders have clung until too late,” declared Mr. van Zeeland, former Prime Minister of Belgium, in a speech. He added: “ Without the help of the United States England is beaten, but with the required American, industrial effort Britain will be victorious. Superiority in the air means complete victory for tho Power able to produce the best and largest number of machines. ’ ’
