NEUTRALITY REPEAL; CONVOYS Received Monday, 1.15 a.m. WASHINGTON, May 24. It is confirmed that Administration spokesmen have expressed views wnich may be pointers to President Roosevelt's speech on Tuesday. Senator Guffy, in a radio speech, demanded convoys for Britain. “We lace the alternative of convoying now or fighting later.” Senator Mead, in a letter to Mr. Cordell Hull urged “the seizure by force without delay” of French possessions in the Western Hemisphere unless Vichy consents to the American use of them as bases. In addition Senator Pepper, after a conference with the Assistant-Sec-retary of State (Mr. Berle) commented: “It is only a matter of time before we repeal the Neutrality Act either by law or in fact. ’ ’ A test poll revealed that the Senate Foreign Relations committee would support by 13 to 10 the repeal of the Neutrality Act should the Administration propose it.
